10mbps speed on a 100mbps server

I am getting 10mbps speed or actually even less than that it seems on a 100mbps server. How do I check if my network card is 100mbps or 10mbps?

If you have bandwidth to burn, put a large file on there and post in this thread for people to see what speeds they can get. It will be quite easy for those of us with the resources to find out exactly how fast your port speed actually is.
Short of that, ask your provider - if you don't trust them to be honest with you about this ... should you really be hosting with them?

Plan on keeping the IP private, any other way to test it?

On your server if it is a windows server click on LAN and you will the port speed . Even if the speed is 100 MBPS you will never get a download or upload speed of 100 . It will be near about 10 MBPS .

There are certainly ways to test it, none that I could easily explain here. Maybe somebody else will have a suggestion for you.
