Error page when server is down

Amazon's Web Services is down and I see that affected sites like Hootsuite.com have a page up mentioning the problem. How is this done? Does Amazon offer this as a feature? I imagine if there is a backup server one would need to edit DNS and that would need to propagate, which usually does not happen instaneously. Thoughts?

I've never had it but I've been thinking about using AWS for some high-bandwidth sites. I'd like to be prepared in case they have another outage.
