I am not sure if I understand what you are requesting. The option to disable compilers for unprivileged (non-root) users is already available in the WebHost Manager, in Main >> Security Center >> Compiler Access. This option provides the same functionality as what you are requesting, unless I am misunderstanding.

Does what it says on the tin - disables access to compilers?

Mixmox, firstly these are *files*, not directories.
Secondly, running those chmod commands is relatively safe - the effect is to disable access to those commands for non-root users on the server - that is, disable access to rcp, wget, lynx, links and scp. You probably also want to disable access to elinks and curl, as well as GET and lwp-request.
As you don't really understand what you're doing, you should probably hire someone to harden your server. It helps a lot and what you are looking at running above is just one TINY aspect of hardening a server. Get a professional to do it if you care about your server, then look at what they did and learn from what you can - it will help you learn enormously.
