Windows Firewall

So I contacted my provider regarding my IPs that were unable to be pinged "timed out" they said it's recommend that my firewall be turned off. I would like WHT members opinions on this what should I do for a firewall? OS: Windows 2k8 R2.

There's no reason you should need to turn off the Windows 2008 R2 firewall.
I've used it extensively, and pushed a million hits a day through it on one machine with effectively zero meaningful impact. It's not a replacement for a strong hardware firewall, but it does simple filtering rules very well.
If you have serious problems you're going to need a hardware firewall. The Win2k8 firewall keeps mice out; a hardware firewall is for a bear attack.

If you're unsure whether or not the suggestion they gave is a legitimate attempt to troubleshoot, you may want to ask for some specifics as to why they'er making that suggestion, and then ask what they suggest for an alternative solution.

You should allow ICMP from your firewall and your ping will start working.

I think I'd recommend a new provider.
Assuming that they meant full-time always-off 24/7/365.
Who is the host?
There's a chance you also just got a stupid low-level tech.

Just run this command on command prompt to enable PING, keeping your firewall enabled.
netsh firewall set icmpsetting 8

Ideally - a hardware firewall in front of your server, and Windows Firewall turned on as well. Configure Windows Firewall as you like so if you want to enable ICMP.. simply enable it in the Firewall.
The answer is not to turn it off - you don't want to leave yourself wide open and exposed. Simply configure it as needed and you will be good to go.

Well this is a response I got from them asking why they recommend to disable it.
It's very easy to block your own access to the machine watch CPU usage, since firewalls cause some overhead. The firewall should be recommend to be turned off for performance reasons.

While it is easy to block your own access - you should learn how to configure the firewall so you don't. The Windows Firewall causes minimal overhead, and if your server is greater than a Pentium 4 with 512MB of RAM there should be no issues.. (this is somewhat of a joke)
Anyways, the information you are receiving from your host is not the best recommendation by a long shot.
You might consider hiring a server management company or finding a good Windows Consultant to assist you as needed.

Here is how to enable pings from GUI on Windows 2008 R2.
Open the Windows Firewall with Advanced Security.Find the following rule in the Incoming Rules, File and Printer Sharing (Echo Request - ICMPv4-In).This rule is disabled by default. Right click on it and select, Enable Rule.This should be it. No restart necessary.
