Restrict limit like cloudlinux on virtuozzo container ?

Hi,
I was using cloudlinux before switch my infrastructure to virtuozzo.
Now i'm looking for a way to limit my shared customers like 2-3% of server ressources per users like cloudlinux can done.. but unfortunately, cloudlinux doesn't support virtuozzo.
I have read a little bit about HIVE but their costs are expensive for what they offer.
Do you have any suggestion ?

Do you want to limit containers (virtual servers) or the users inside the containers?

The users inside the containers.
Apache process, mysql, etc.. i would like to limit globally everything to 5% to prevent any user to overload the container.
