I would recommend checking the Shared/Reseller offers section of the forums. Most of the companies found in there are very reputable on these forums.

And you're doing right in not trust in reseller packages offering the world for 2 peanuts.
I know that's what you want, but what's what you really need? I suggest to make some maths about your needs and reelaborate them, otherwise, you'll end in an overloaded server offering 2394832948 GB of Space, 92383948 GB of bandwidth for $10, but you wont be able to use a fraction of that before the problems starts.
Probably your host do their own backups, however, is still your responsibility to have your owns.

You should ask the company what their back up policy is. Different companies often adopt different policies. Some don't do backups, some say they do but they don't, the frequency of backups will vary, methods will vary and location will vary (some will do it to a 2nd hard drive, some do it offsite - i recommend offsite)...

Very true. Double check their policies. If you have any questions, be sure to ask prior to paying.
I know I used to have a reseller account way back in the day, and the company claimed to have backup solutions which turned out to be a lie.
Be careful and keep reading!

I would say that mosts hosts are not responsible for your backups, although many (quite a few) create backups as a convenience, but it is not really the "responsibility" of the host, but it all depends on the host and their policies. Its always a good idea to make your own backups regardless if the host keeps backups for you or not.
As stealthdevil pointed out, hosts have different methods of creating backups, such as instant RAID backups just in case of hard drive failure, off-site backups just in case of a natural disaster or some event which would render the entire server and hardware useless, etc.. (the list goes on). Many providers will offer a combination of these methods to have a reliable backup systems in place.
I would recommend asking any potential host on their policies of backups as well as all of the features you listed (which is quite a list!).
Good luck finding a reseller host!
