Depends what sort of application(s) you wish to run on said dedicated server, as different optimizations are required by different applications. Can you give out more details on what you'll be using the server for?

Absolutely, for each application and the traffic it receives, the server need to be tweaked differently let is be WebServer, SQL server, PHP etc irrespective of what the server configuration is. If you could detail out the server configuration, the application you are running and the traffic it receives, it will help members here to offer you proper help.

Caching is your friend. Use tools like varnish, memcache, php opcode caches, etc. Likewise ensure any database queries are optimized. The less work required of your cpu and disks, the faster your sites will appear.

Hi, 1. Decide what the role the server is going to play. 2. Depending on the point 1, strategies the things/services/applications it will need. 3. Any based on the above 2, you will have to plan out the optimization. 4. Applicaitons like MySQL, PHP, HTTP, etc, has to be optimized based on their current performance. What role is your going to play?

check your server resource and do the server optimization for all of your app

It depends on application and vary server to server. You have closely diagnosis your application or sites running on the server and then you have to make the adjustment. So there is no direct answer or step by step rules here
