| Something tells me the OP is simply asking for assistance regarding getting some type of cpanel installed (as opposed to having an actual control panel developed from scratch). I could be wrong though..

| Straight to the point - why bother?
There are plenty of ready built control panels out there.
For example cPanel - its built by a team of professionals and maintained by them too. You also get all the latest security updates and most importantly a secure control panel to start with.

| are you looking to lease or buy cpanel to use in your VPN
if your looking to build a control panel for scratch this would be more hassle and cost then its worth with all the free and premium control panels

| Only if creating packages with unlimited bandwidth is not restricted. Or if reseller does has modify account privileges.
