Why would they disable SFTP ? Is this normal ?

SFTP works over SSH and most hosts have SSH disabled for security reasons. It is absolutely reasonable.
But why do you need to use SFTP instead of FTP for uploading files to your account? FTP works fine for this purpose.

Agree!.. most do not allow you SSH access due to security concerns and hence SFTP cannot work.

Thank you. The reason is one of our customer is asking for it and Godaddy is supporting it on their shared linux hosting.

HawkHost and Rochen allow SSH/SFTP on their reseller accounts. I see Hostgator allows SSH so I'm guessing they allow SFTP too. MDDHosting states they will allow upon request.

It is important to note that proftpd supports sftp over the ftp daemon itself (via mod_sftp with no shell access). This is a very secure way of offering sftp to shared hosting clients.

We just require an ask so we can add an IP to the whitelist but other then that we have it enabled for clients.

You simply need to find a host that would enable SSH access upon request for an account. Most should, some don't.

Correct. Just need to ask the host to provide custom SSH port number.
