Primary Account in WHM?

I'm quite new to the "reseller world" and I hope this is not off-topic here, but I'd like to know whether or not it is "standard procedure" for web hosting services to include the primary reseller account with all the others that can be managed via the WHM.
I ask for two reasons.
First, although my current hosting service does so, another service tell me that they do not include the primary reseller account in the WHM because "if they [any reseller] change the username our billing system will not be able to update diskspace/bandwidth usage."
Second, my own experience seems to show that the password for the primary reseller account can only be changed via WHM. Attempting a password change via that account's own cPanel just doesn't seem to work.
The apparent variation of hosting service practices in this regard seems rather strange to me. But my range of actual trial and experience isn't wide. So any answers from either hosting service reps or from other resellers here will be gratefully received. Thanks.

I don't believe any provider I know allows the reseller to own their own account.

Thanks, Mike. So I guess my current hosting service must be a very rare (unique?) exception to the usual industry practice then. My primary reseller account is included in my WHM listings with only a cautionary statement saying that changing its username will affect all of my secondary accounts.
I can't imagine why I'd want to do that, but I do like being able to change my own primary account's password fairly often. Maybe I'm just overly paranoid about it.

I believe WHMCS allows you to change your password on the client area and you can by cPanel, but I don't see why you can't ask the provider if they'd make the exception.

Thanks for the suggestions, Mike. I suppose I should have mentioned that I'm a "reseller" in name only. It's just my own "hobby" site and another that I manage (free) for a friend's local restaurant. So there's no WHMCS or other billing involved -- except an occasional free lunch.
We just wanted each to have its own cPanel and I suppose I could have gone with one of the shared server multi-site offerings, but I was more familiar (slightly) with the reseller type of set-up.
Anyhow, as I say, my current host does let me manage my own primary account and I'm happy with that. I was just puzzled by some of the other answers that I got while "shopping" after my emergency escape from EIG (formerly HostGator). I did ask one of them about changing primary account passwords, but they seemed to think I could do that myself in the account's cPanel. In fact, I couldn't, and can't do it that way even with my current hosting service.
Thanks again. I think I'll be satisfied the way things are now, even if it is an unusual arrangment.

No sorry required, Mike. I really should have been able to understand myself that that's what you meant.
Anyhow, on looking into it further, while my current host's reseller set-up may be unusual, it certainly doesn't seem to be accidental or unintended in any way. In fact, they seem to have created my primary reseller account quite deliberately under their own "root_Lite" package.
So that gives me WHM control over that primary account that is identical in all respects to my control over secondary accounts that I create as a reseller. The ONLY difference is the cautionary note that I mentioned saying: "Changing a reseller accounts username will change the names of all of its owned packages."
Just in case anyone might possibly be interested, I'm with GeekStorage and their tech support assistance has been just great. As a new "reseller" I've sure needed it.
