I am looking Reseller PHP 5.2.12 PHP Max Post Size 8.00 MB PHP Maximum Upload Size 16.00 MB PHP Memory Limit 128.00 MB MySQL Version 5.0.92-community or higher MySQL Packet Size 16.00 MB Hard Disk 25 G.B bandwidth 100 G.B server status cpus 24 my budget between $60-70 per year.

I doubt you will be able to find a reseller hosting with PHP 5.2 still, as PHP 5.2 has reached end of life period and is no longer supported. You seem to have specific requirements that would fall more info a VPS. I would recommend looking into VPS rather than reseller hosting.

Reseller Hosting providers can be create a custom PHP.INI as your requirements. But your budget is not enough for a reliable reseller hosting.

Finding a reliable reseller at $70/yr will be a tough task in itself. Add to that the outdated PHP and the large HD quota (for the price) and your options will be even more limited. Hosts that offer CloudLinux might work, you'd need to ask them if they're still offering php 5.2 via PHP Selector.

Actully i am using Vbulletin 3.8.2 -that's why i am asking 5.2 php version

It is difficult to find PHP 5.2.12 on a server with 24 CPUs. A new server would have PHP 5.3 minimum installed. Couple with your budget limit, I think it is quite a mission impossible.

All other requirement is okay but hard disk quota is really very higher according to budget.

Quality always comes with cost attached to it. You need to rethink on good budget to have a safe sailing through.. Ultimately you require support. I would suggest you to start with decent plan and then increase to next level based on requirement instead of overspending.

Have you tried contacting any prospective hosting providers to ask for a custom package? If you don't require particular features such as a billing system and are able to pay up front for a year, some of them may be willing to provide you with that pricing. Do remember to research the provider properly first since you may have to pay up front for a year in order to obtain that pricing.

I think it is better to consider going with a VPS while you are shopping. You can configure your VPS however you like it, and nowadays there are cheaper VPS packages. Check out WHT's VPS section for a great deal.
