VPS Issue

Hey there forum. I have just purchased a windows VPS in Poland! It runs well, 5000mb/s, 4GB RAM, 1 Core 2.3Ghz, Windows Server 2008 R2 but... I have been having various connection issues. Random sites and site resources don't seem to be working as in I cannot connect to them and I have no idea why. For example, I will download Java on my Windows VPS and it will download the installer. I will run the installer and the connection inside the installer will not work and ask me to retry. Another good example is when I go to PHP Manager download site. I can get on the site but the resources won't load, the CSS and Javascript. Let me post some images below. This is a serious issue as I cannot download MySQL for IIS so I've been using XAMPP. I contacted the VPS administrators and we had a chat on Skype about this issue. I told him it was vital I used some sort of operating system with .NET framework because that is what my socket program for the game I am hosting is using. The administrator asked if I was able to use Linux. I declined at first but he said I could have the Windows VPS for free so I agreed and he gave me a Ubuntu 14.04 server which is fine. This means that I have no support for the Windows server however. I was wondering if anyone had any clue as to what is happening here?

Don't have a lot of experience with Windows, but I have managed UNIX/Linux systems for years. Is it possible that you are running low on memory? That would explain the issue being rather "random" and inconsistent
