Use what you're comfortable with. Personally I prefer a FreeBSD dev environment and compile whatever I need from ports.
When forced to use a windows environment I've found Apache2Triad does a decent job and has a plethora of features, etc...

I'm perfectly at home on Debian myself, but for Windows PHP development I've found XAMPP (http://www.apachefriends.org/en/xampp.html) does everything I need.

I run XAMPP on my local machine for most things, but I also have a home server setup with CentOS for testing as well. PHP and Apache compiled with all the goodies I could ever want.

I use XAMPP as well, and I use VMware with a bunch of various Linux distros for testing, as if it crashes, its not much to remake it.

I have a Debian 4 system for my internal development, and I do real-world testing on a CentOS node running OpenVZ (using both CentOS and Debian OS templates)
