Providers are not allowed to offer you their services here or via PM so it is best to check the advertising forums or search around.
You may of course ask for recommendation.

What are your other requirements? CPU, HDD/SSD BW IP's and Location?

If your budget is limited, a dual E5600 series or X5600 series would be your best bet.
If you have a bit more budget, it's worth going for dual E5's.
Where would the server have to be located?

2TB HDD will suffice. Line distress, I want to draw traffic shortage does not matter Location accordingly. I want to start with a minimum of 20 IP. I can pay a maximum of 80 per month.

Try OVH they're good but the customer service is bad a bit.

Your budget is low for 128Gb RAM and 20IPs. only OVH can offer such config

Dedispec and Joe's Data Center come to mind as US-based alternatives for this pricing.

This budget is too low for the requested configuration, you should increase your budget

I suspect if you do procure a server with those specs at that budget, your hard dollar savings will be ate up with soft dollar headaches. Good luck with your search.

You need to increase your budget.
Why do you need that many IPs and that much memory? This for emailing marketing services or something?

If you want 128GB RAM, you definitely need an E5 CPU.
2 x 2TB HDD? How many VPS are you planning to run? The next question, do you really need a 128GB RAM? Your HDD's will be overloaded before you reach 64GB RAM usage. Anyway, with HDD's - max 32GB RAM E3.
I recommend to research a bit over market and then provide your requirements, because it looks like you do not have any experience and do now know what are you doing.
And.. not with your budget...

You won't be able to run more than 5 virtual servers with a single 2 TB HDD. The I/O simply won't handle it.
128 GB RAM @ $80 Euro is far too low.

It continues to amaze me how people want decked out servers at rock bottom prices. If you are really running a business, one yearly outage can wipe out any savings you have by going budget.

If you really wanted to run a dedicated server from low cost providers, make sure that you have a CDP backup service for that with RTO of atleast 6 hours.
From my experience with low cost providers like OVH, Hetzner and several Netherlands and NZ based providers, if you don't respond to their abuse complaint or gets lots of abuse notifications, then you are their liberty. They may take your servers offline. OVH abuse dept wont even respond and you may result in hours of downtime. OVH has phone support enabling us to take a quick decision.

Absolutely agreed with SenseiSteve's point. When comes to hardware & network quality, every single dollar counts

128 GB 2TH BDD and 20 IP for 80 ??? You budget is very low. 128GB Servers are bit expensive. If you have a lower budget you can go for a Colocation space.
Just buy a server and ship to a Colo DC. Definitely you can manage it within your budget. If not you can check in OVH.

Even with OVH being recommended, they are still more expensive than the OPs budget. When looking at their site, https://www.ovh.com/us/dedicated-servers/, they are selling a Single E5-1620v2, 128GB RAM, 2x 2TB in S/W RAID 0/1 @ $121 USD/mo.
You get what you pay for... I surely wouldn't want to be a customer on their service. Even with Dell C2100 (1x L5640), 64GB RAM and 8x 1TB in RAID 6 + 4x 300GB in RAID 5... I am going up against my IOPS with 11 VMs. I get there is a market for everything, but, there is a zero percent chance of success even with two drives in RAID 1 without floundering.
