Setting up a server to do call forwarding?

I want to set up a server with VOIP in a way so that when a specific number is called, the server then calls a list of numbers as a result. Any ideas on how to do this? I'm familiar with bunches of programming languages, so even just directing me to an API would be helpful. Thanks!

Almost positive Skype can offer this ability, if you rent a number from Skype, the admin client (which could be your server), can have paid addons which accept multiples calls at once, and can put them on hold for an operator (a number or skype user) to answer (it sends the call to non busy operators).

Google and you will get results cheaper than renting a server . Like I know a website who does phone calls + mail forwarding for only £25 pm. I am sure you can get even cheaper ones.
