limit Bandwidth per user

Hi, i want to know how to limit bandwidth per user under linux Debian5, i heard that its possible with iptables. lets say server is 100Mbit connection. i have 2 users eg: user1 and user2 i want to limit uplink 50:50 Mbit to two users. How can i do this? Any help? IF any one can give me a example, that would be great!! Thank you.
