What do the cPanel error log say?
check the above logs while you change the password.

You can changed the user account passwords by login as root on the server,
#passwd username

Do not follow those instructions if you have a cPanel server!
cPanel manages more than just your user account password, it manages your ftp password, mail password, etc. Changing the account password with the above method WILL change your user password, but not everything else.
Stick with the cPanel way of doing things. If it doesn't work, contact cPanel, after updating to make sure that didn't fix it!

Try it this way:
1) Login to WHM as root
2) Click List Accounts
3) Click the cPanel icon next to the account to login to cPanel for that account
4) Click on Change Password

Usernames beginning with "test" are by default reserved on cPanel/WHM servers, and may not be used.
You indicate that you were able to create this account (and I don't know how), but I am almost particular that the above the cause of the issues you are experiencing.

is this issue with only this account?
Can you rename it?

As someone said before, this most likely has to do with the username, not the password. Change the username and try again.
You can't use the word "test" in a username. Come up with something else and retry. To change the account's name, click on the icon under the name in WHM, and add a new username.
Unfortunately, this isn't something that is going to be resolved any other way.

Can you tell me the username that you have given. It seems some issues with the username or password that you have chosen.
Meanwhile what the WHM saying in the following section.
WHM >> Security Center >> Password Strength Configuration

As root, try running:
inside the shell.
This should (theoretically) check and update the perl modules required by cPanel.
If that doesn't fix it, do yourself a favor and contact cPanel. They would have been able to resolve this for you long before now
To contact cpanel, go to your WHM->support center, click on contact cPanel

Its perfectly acceptable to change the cPanel/WHM password this way. I suggest you take a look at /scripts/realchpass to see what it actually does.
