Hi, I have 3 reseller account on my dedicated server with 5free IP's, I need to know: 1- If I can assign a different IP for each reseller? 2- how to create reseller's own nameservers? Thank you.

Yes - in the "Reseller Center" under IP Address Delegation. Set it in the reseller center, add the appropriate a-records to the DNS zone, set up host records at the domain registrar. Welcome.
