I want to know the advantages of dedicated ip over anonymous ip.
also what the hosting company can do if the ftp server runs very slow?

None Really, Unless you need anonymous ftp, or ssl cert installation.
If the ftp service is slow, they should look into hardware/network related issues, also how much BW is currently going through that port at the slow-down.

Slowness might not be the server. If you are particular it is the server, contact the company and ask them to look at the load to figure out why the load averages are high.
Often with slow response, the culprit is a slow network connection between a client and the server. You can verify this by doing a "traceroute".
If it is the network, than know that the host can only really be responsible for the first hop (or two). If there happens to be a bad link somewhere between the client and server, there is little your host can do about it.

There are more advantages to having a dedicated IP than what Reseller-Center suggests - there are many very credible search engine experts who are under the distinct impression that sites with a dedicated IP always seem to get ranked higher than sites that sit on a shared IP. That alone is enough for me to put important sites on their own IP address.
Also, if you have a site that shares an IP with a site related to gambling, adult content, or many other "questionable" types of sites, many corporate networks / proxy servers will block your site since they block by IP address. I know several people that work in corporate America that can't get to half of the web when they are on the internet at work just because they site they want to view shares an ip with somebody's amateur porno site. Proxies and filters are getting better about this, but I still would not take the chance myself, especially for an important site.

I think the search engine issue is a debate that will probably never be agreed on, but certainly the point about who you're sharing the IP can be a problem. In the end though, if you trust that your host will do their best to keep out spammers/porn sites etc, you should be fine with a shared IP.

A dedicated IP should not cost more than $1 or $2 a month. So if you have any concerns about who you would be sharing the IP with, you should just pay the small amount to have your own dedicated IP. If you are on a Shared plan, most hosts will give you a Dedciated IP with the plan.

Unless you're looking for a SSL cert, anonymous FTP or a dedicated process of some sort a dedicated IP isn't neccessary. The FTP could be slow due to server load, log into cPanel and see if the "Service Status" link is shown.
