Reseller Packages and Additional Cost for Merchant Accounts

I've been figuring out how much I can afford with reseller packages and am curious if it is common to pay for the reseller package fee and also an additional fee for a merchant account ?
Are merchant account's usually about $30.00 a month ?

No its not uncommon to sometimes pay extra for the merchant account. And it depends what the merchant account does (ie. credit stuff like that) and where you get it from.

There are a few different answers to your question.
1) Know that merchant accounts aren't entirely necessary(although they can save prices in the long run). Using options such as 2Checkout.com and PayPal.com as payment processors can help you avoid paying for a merchant account if you need to(even if just to lower your startup prices, then switch to a merchant account later).
2) A number of hosts with reseller accounts offer merchant accounts included in their packages. Search around the Offers forum, or search for "free merchant account reseller hosting" (example) on Google.
3) Merchant account prices vary wildly, in many ways like SSL Certs do. The higher cost ones are supposed to be better, but many would argue it is only as good as the company that offers it.
This is just the beginning. I'm sure others will point out what I've forgotten to mention.

I'm not familiar with how H-sphere billing works.

I suggest going to www.psoft.net (homepage of the makers of H-Sphere) and reading the guide/manual/forum for more details.
Another option actually is to contact a host who uses H-Sphere and ask them for details. Some, www.JodoHost.com have Live Chat 24/7 which might be able to answer your questions and concerns right on the spot.

Jodohost Live chat was able to tell me that I can configure H-sphere with payment systems like:
WorldPay
PayPal
2CheckOut
GestPay
PaySystems
PayNova

I went on to read that "Resellers can't use admin merchant gateway settings. They should register their own accounts with chosen Merchant Gateways."

there are two types of payment gateways supported by HSphere. Web gateways and true merchant accounts. The web gateways such as 2CheckOut may be cheaper, but offer limited automation. However, 2CO is quite good if you are starting out.
LinkPoint, Authorizenet, etc are true merchant accounts and they offer complete automation
I really didn't know we were providing 24x7 support for people wanting to know more about Hsphere At least the sales staff are kept busy

I would say to get on board with both 2checkout and paypal to start out. If you then want to switch to a merchant account after your profits off you the chance to offset the charge then go for it. At least at this point when starting out you will be able to offer your clients two forms of payment, Well three if you include mail payment.

I don't have the most experience in this regard, but from my understanding, using providers like 2Checkout or PayPal instead of a merchant account might save you the hassle of dealing with chargebacks(maybe even dampen chances of fraud? someone else confirm this for me)
Which of course might be good when you're just starting out. Let you focus on business instead of billing.

Hello autonomous,
The following 3rd party payment processors are H-Sphere ready:
Paypal, worldpay, 2checkout, guestpay, paysystems and paynova
The list of supported gateways is much too long to list- however, the most popular is authorize.net
Authorize.net is compatible with many merchant providers. An excellent one to check out is cdgcommerce.com - they will set up the entire solution for you, including the authorize.net gateway.
You then need to secure your h-sphere control panel via ssl - and activate the gateway in h-sphere - enter in particular values provided by authorize.net (store ID, trnasaction key, etc) - choose the credit cards you accept - and off you go..
