Hsphere allows you to edit the DNS for each domain name. I think this is what you are asking......
Here is a doc for it:

Generally the feature is never ever needed. Occasionally you may get a client that needs a specific dns setup, in which case they can either use a third party dns provider, or you can see if the host you want to select would support making these changes for you (in the case that they do not allow manual access).
The reason why a lot of hosts don't allow this is really to protect the customer. It's rather simple to mess up your dns zone file and then they would have to fix it. It saves everyone headaches if they just disable it and have all such requests go through them.

Also if you screw up a DNS zone enough it can kill the DNS for all the other domains on the server. The default normally works 99% of the time

Many of my customers have made use of editing the DNS zone, I feel it is an important feature to offer more experienced customers, and at most, a customer stuffed up a DNS zone and we restored his old one for him.

I would have no problem allowing it for people 'in the know'. But for the 'let's play with this' factor that many people seem to have in a new system... it's generally good to have disabled except by request

Having the ability to edit the dns records is KEY!
Not having the ability to edit dns records easily is a HUGE problem. H-Sphere allows FULL control over dns also it has a great little tool you can run form your CP box incase the dns records have any issues and can recreate one or a number of records for you in a matter of seconds.
Having this feature is on of many key factors H-Sphere offer. If you have a CP system that does not have this feature you may want to look around for another system quick!

Yes it is called Site Studio and it is very good. It is free if you have a H-Sphere cluster fo your own.

I'm interested, why would you say it is a 'key' feature? How many of your customers actually take advantage of it? Absolutely none of ours have even asked about it, to my recollection.

Maybe you are catering to another type of client. We have allot of programmers and hosting resellers and this is a key feature. If your clients are mostly novices then they probably would not require it. But it for sure is a key feature for most hosts to be able to offer this to clients who require custom DNS. For example many hosting clients these days have their own mail servers in-house but rely on their host to do their dns and make sure the A records or cname records point to the host and the MX records point to their local internal IP for their mail server. Not being able to offer this to clients would cause problems and make the customer look for a more viable solution.
Hope this help!

This would be why cPanel offers the 'Modify Mail Exchanger' option in the Mail menu. Granted, we do have a decent number of clients taking advantage of that, but I guess my view on modifying the zones was a little off I didn't count that part, heh.
