how to change the setting when moveing colo DC ?

Hi, i colo server in dc-a with centos/cpanel server, their dns is ns1.server.com(1.1.1.1) and ns2.server.com(1.1.1.2), and the main ip is 1.1.1.1. i want to move the server from dc-a to dc-b, change the dns from ns1.server.com(9.9.9.1) and ns2.server.com(9.9.9.2), and the main ip is 9.9.9.1, in the situation, when i move the server from dc-a to dc-b, what should i do to a) make all the ip change from old ip to new ones ? b) shorter the downtime due to dns cache or ip cache ? thanx

What is your present TTL value in zone files? Suppose if it is set as 4 hours ( 14400 ), then change it to 900 and do the migration after 4 - 5 hours. After migration change IP of domain nameservers etc.
