If you're using one of those prepackaged sets of mod security rules, you'll find that a lot of them interfere with the operations of a shared hosting server and some rules must be removed - there's a whole lot of trial and error and balancing rules. The two rules you listed protect rather minor exploits that aren't very common / script specific and can be removed without any concern.

I have quite a long list of excludes for stuff like this. I exclude things for common files like WP and Drupal.
