Restoring Backups WHM

Hi,
I'm looking to restore a cPanel based account from one server to another.
The configuration, such as the apache config files, packages, are very different between the two servers, and so I want to know if I do a full restore via WHM, will everything be restored fully?
Does this include:
addon domains
ftp accounts
email accouts etc
Also, if the site I'm moving uses a database, will I need to create a new mysql user for it to work correctly?

Yes, all those will be restored including mysql databases. If apache config files are different, you may encounter differences in the way website works, after the restoration. That can't be avoided in any case.

Am I right in saying, that there won't be any downtime even if the config files are different?

Hello,
The downtime depends on the way you treat the DNS chnages. Please google for the minimum delay in migrating the account.

I dont mean downtime in changing the nameservers. I mean the downtime in actually restoring the backup BEFORE I point the domain to the new server.

There won't be any problem restoring a backup created on one cPanel server on to another even if the versions OR configuration of Apache/Mysql/PHP are different.
