Doas somebody knows some hosting company offering budget reseller packages (unlimited domains) and having servers in Liquidweb DC?

Site5 has some servers in LiquidWeb DC and NAC. They are alright.

It might be a good idea to define "budget". It tends to mean so many things to so many people.
Site5 I believe has servers at Liquidweb, but I don't know if they continue to host reseller accounts there. But then again, that's what presales communications are for.
Of course, you should do a proper research on any host you might be considering.

Check the offers section, find some good plans you like then check out those hosts. Pings and tracouroutes will tell you - you could even ask the hosts and check their respose times, which will give you a rough estimate of how fast they are when you may have a problem.

I had account with one host before they moved from liquidweb to other DC.
Before (liquidweb)uptime was great and now almost every day there are some problems.

Just because the other DC was bad doesn't mean that all DCs other than LiquidWeb are bad. Also, the problems could have just been software/hardware related outages and not network. There are a lot of great DCs and networks, you're severely limiting yourself by looking for a host at LiquidWeb.
